He's either testing the waters to see if he wants to ask you out on a date...or he's hoping for sex and there may or may not ever be a date offer...

It means he's shy and might be afraid of rejection so asking you to hang out is his way to get you to go out and be with him. I'm sure if you said yes he'll ask for a date next time because now he knows your interested.

Hmmm, that's kind of vague...Maybe that's his intention....
He probably doesn't want you to misconstrue his invitation into something more deep. In other words, he doesn't want you to get the wrong idea (i.e. that you two are going on a date).
I would suggest, for future reference, that you 'jokingly' ask him if it's going to be a date or not. See how he responds.

More than likely he is trying to get his nerve up to ask you out. It could be that he is trying to get to know you better first. So go hang out and see what happens.

He probably wants to date you.
Just easier to say "hey want to hang out sometime or something?"
Instead of "hey you want to go out on a date"
You should have asked him "on like a date?"
It may have made it easier for him to express his intentions.
