I'm sorry you cant download Photoshop for free,it's not free!
but anywhere there's enough photo softwares you can download legally.
Google Picasa,100% free and easy to use.

I checked with Gizmo. Gizmo says (see here) http://www.techsupportalert.com/best_46_free_utilities.htm#21.
You should also look at http://www.irfanview.com I use both.
