It's mainly used in shopping centers, malls, car dealers among others to prevent car theft and to avoid people run away with their cars with tickets unpaid. It's a folder steel device destroying the car tires.

tack strip or more often called a spike strip

however i think now adays they are using sinking billiards/poles to restrict access when required.
