Depends. If everything you say after that is a lie then that statement was true. If you tell a truth after that then the statement becomes a lie.

Because of the "about to" part, it is impossible to tell. This means the current statement has nothing to do with, well...the current statement.
On the other hand, if you were to say, "Everything I say is a lie."
Then you could only be lying.

Lying, because at some point you will likely say something that is true. Not even a practised lawyer or my ex can lie all the time.
Of course, if you were in a situation where you had a fairly limited reasonably limited life expectancy, like you were falling off a building, it is then possible you may not live to say anything true.

You're telling the truth because everything you are ABOUT to say is a lie... not what you just said.
But if you were lying already, it wouldn't make sense. You would be lying about lying---and if you were lying about lying, it means you're saying you're NOT lying... so then everything you would say afterwards would be the truth...
I guess that from different perspective, it could be both ways...

Both,
You said everything your "ABOUT" to say. Which means that particular sentance is not included in the mix, only everything after it. So that would mean it is a truthful statement.
But if you tell some truths after it, then it in itself is a lie.

it depends on what you are about to say, if you ´re thinking in a lie, then you´re talling the truth but if you continue saying anything but truth , then you´ll be lying.
