The "white stuff" in bird poop is called "Urates". Urates is concentrated uric acid from the kidneys. There are 3 components to bird poop: the urine, the feces and the urates. These are always present in a healthy bird when he"goes".
Occasionally they will just urinate, such as after taking a shower, but for the most part, these 3 things are always there.
