When you feel comfortable to do so! Don't be rushed into it! If you think you're in a relationship with the person- you're calling them, you hang out a few times a week, you've kissed... that's when I personally think its appropriate.
But most of the time teenagers and tweens have boyfriends the second they are "going out". It's all preference.
