No. When he returns he will reign over the entire Earth as King Of Kings and Lord of Lords and the saved will reign with Christ for 1,000 years in the Government of God. Cool huh!

I'm not positive but I don't think Jesus is in a position to have to lobby--he pretty much just decides what is to be.
