Looking at each other and then look down is a sign that he likes you. All that needs to be done is the talking. One should approach the other and talk a little bit. It's important not to be too aggressive when talking for the first time if both are shy. In the end, nothing will happen if both of them keep not doing anything because of the shyness. I know for a fact. Myself, went on for years and years doing this with someone else... nothing EVER happened.

I think he likes you, but he's probably shy or worried you'll reject him. Start showing a little interest in him, flirt a little. And try to talk to him alone so you can figure out what his intentions are. If you guys have a class together or take the same class but a different period. Ask him if he could help you on the homework or somthing this way you two can be alone at your house or his. This will probably clear the tension. Start things slow don't put any pressure or rush into things
