Birds are very delicate animals. Many will begin to pull out their own feathers if they're left alone for a period of time, if something in the room changes like a new picture is put up or the furniture is moved. They also may do this if they lose a mate.
My advice is to talk to a veterinarian and get some advice. You could also talk to a pet store that specializes in birds. They may be able to refer you to someone who can help. There are also a lot of personal web pages out there with stories of people's own birds. Of course, you can't guarantee their accuracy but it might be a place to start.

I'm not sure whether your cockatiel is ill, although it certainly sounds stressed. A trip to the vet would be ideal. Once your bird has been checked out and given a clean bill of health, make SURE you go to the internet and purchase pet insurance.

I spent $800 on treatments for a beloved pet, and I would spent it again in a heartbeat. But not everyone can afford that, and you wouldn't ever want your little friend to have to suffer or even die because of the cost of care.

I'm not sure about the cost for 'tiels, but budgies can be insured for somewhere around ten bucks a month. Beats a vet bill every time.

Please do take your bird to an avian vet. He definitely has something wrong with him, and could have some sort of parasite which is causing his feathers to drop out and making him sticky. Also offer him a bath - does he bathe regularly? Bird need to have access to a shallow dish of water to bathe in at least every few days. But this will not be the cause of his feathers dropping out - he needs a vet examination as quickly as possible.

Cockatiels, can be very prone to bird lice or parasites and other skin irritants, u need to check with your local pet shop or vet to see if they have a dust that u can use on your bird and then once well purchase a lice protector that can be hung on the side of your cage and replaced ever 30 to 60 days.... they can be purchased at petco. Get him treated soon before they take over his body...good luck

Take him to an Avian Vet. If the feathers are looking sticky, he could very well be extremely ill. PBFD (Psittacine Beak and Feather Disease) could be a possibility.
Please bring him into an Avian Vet.
