I have to write these documents, but I don't know if anyone really cares about fixes to the software or what's new in it.

I read all read me texts for most off the software I install
especially the fixes

Well, I normally do not read them unless I am actively using the software and need additional information because I am coding or need to know what fixes were applied in order for me to solve a problem. Other than these reasons, I usually just bypass the readme.txt files. Hope this is helpful for you.

On occassion, but I never read what's new if it's my first time using the software.

in the last 10 years of owning a computer i have NEVER read any of those files

I do because they usually summarize the manual or add stuff at the last minute...
