The books written about it (see below) list some of the engineers and military leaders, but not all the civilians involved. There were 11,000 soldiers (including segregated US black troops) and 7,500 civilian workers working on it in 1942.

The cilivian contracting companies included Bechtel-Price Callahan. Potentially those companies have records.

Also, you could search by people's names in the hopes that they or their descendants mentioned their Alcan experiences on-line.

I was thinking that the US Army Corp of Engineers actually constructed the Al-Can Highway

Might get a better response if you call it by it's better known name, the Al-Can Hwy.
