There are several options. 1) Use a wallpaper stripper, but first run a "tiger paw" across the sections and do only a section at a time. This "paw" will make small tears in the wallpaper allowing the solution to better penetrate. In 20 minutes, just scrape off the dissolved paper and go on to the next section, wetting it down with the solution.
2) rent a steam machine; not a lightweight piece of machinery.
3) If the wallpaper is secure along all seams and edges, you can paper over the old wallpaper.

I've done all three and prefer the solution removal, but it's a personal preference.

Depends. Was the wall prepared properly before the original wallpaper was put up. You are supposed to paint the wall with something, I forget what it is called, before applying wallpaper. If you did, the wallpaper will just peel off. If not this is going to be a hard job. Buy a scoring tool. You run it in circles on the paper which makes holes in the paper. You then spray the wallpaper removal stuff on. It gets behind the paper through the holes you just created and breaks down the glue then you can pull the wallpaper off. It is a long tedious process. You have to be especially careful if you plan to paint the wall afterwards instead of rewallpapering. If you can afford it, leave it to the professionals.

For about $15 purchase a steamer. Try to get one with the squeegee accessory. You can omit scoring and other chemicals suggested and vinegar will linger in the room for a long time. A spray bottle of plain water might speed things along.
The wallpaper will just peel off using this technique and it is quick.
If you have wallpaper activator underneath the wallpaper, you have to remove this product too. The squeegee will help with this. Use hot soapy water in sections and wash off the wall followed by the steamer w/ the accessory. The walls need to be completely clean before you apply new paint or wallpaper. If the walls get damp, just allow them to dry overnight.

A 50/50 mixture of fabric softener and water in a spray bottle should do the trick. Just spray the mixture on the places where the wallpaper is sticking, wait until it will peel off and then start removing it. Make sure you cover all electronics and anything that water will damage before you start spraying. If you have large sections, then you will need something to perforate the paper so that the mixture will get down to the glue. You can use a knife to score the paper or even a tracing wheel make for sewing.

There is a product called DIF that is made for removing wallpaper. You mix it with warm water, spray it on, wait 15 minutes and start scraping. If the wallpaper is vinyl, you will need a "paper tiger" to score it with first.
Visit a local paint store and they can explain it all to you. Good Luck because it can be a bit##!

The most fun way is to invite your mates around, give them all (including yourself) overalls, a bucket of water and a big sponge, and get sloshing that water over that paper! I had a decorating party years ago and it started with a paper stripping night, it was hilarious! I also had a paint party when the walls were ready to be decorated - everyone mucked in with a brush and paint pot. So long as you provide some good food, a few bottles of wine and some decent sounds to accompany it all, parties are the best way to go. Enjoy!

Using a sponge just wet the area, wait around 5 min and then scrape it using a spatule. You can buy it in Home Depot for around $6.00. If the wall paper is too old, it is better to just apply primer and paint over, rather than removing it, to avoid damage to the drywall.

Liquid soap, water, a sponge and a spray bottle. As long as it's not too old, it should come off easily if you get it wet enough. Don't "score" it though. All that does it cut the paper in tiny pieces so it takes longer to remove.

you can go to home depot and they have a steam machine to remove wallpaper. Here is the link search for wallpaper remover. :)

Score the paper with something sharp, use warm water, and I add a little Dawn to it. Work with a small are at a time, go slow, do not over soak the are or you will damage the drywall. If this does not work rent a steam machine for this reason.
