The person getting off the elevator gets to go first and the person getting on should step aside. The reasoning behind this is quite simple. Let's say there are a bunch of people waiting to get on the elevator and the elevator is full...well, you have to let people off the elevator first to make room for those wanting to get in. It's common courtesy and common sense.

I would say the person who gets off goes first. There is more room to step aside and let the person in the elevator get off then there is for the person in the elevator to step aside for other people getting on.

We'll to answer your question the person coming off the elevator should go first. So that if the person is elderly who is coming on to the elevator then you can help them out if they need you to.

the person leaving the elevator goes first, i mean it only makes sense, they need to get out before the other person coming in blocks them in. and also if you want to think about it on a first come first serve basis, the person getting off was there first so they should be the first to get off.

It would be more courteous to let the people get off the elevator before trying to get on. People don't do this though in their anxiousness to get an elevator. So then there is a big mumble jumble until everyone gets sorted out!

The person getting off goes first. Just as when there is a ramp on the highway where people go on and off, the person getting off goes first. The person getting ON can wait for the next car or go around the ramp again.

The persons in the elevator should be allowed to disembark before other passengers try to board the elevator. It would be incredibly rude to force passengers trying to get out further into the elevator.
