It's about as scientific as astrology.
And Penn and Teller are right.

I know that there was a one time a Project Stargate ( I think that was the name (no relation to the TV show)), but I do not know if they still employ its techniques. From what I have heard the USSR used it a form of telepathy to communicate with subs. It is real, and I have done it before, but you will not believe in it until you have yourself (it is very difficult, by the way, and unreliable in that you cannot always acheive the right mindset). I am not sure of the results of Project Stargate (or if the USSR really did that), but this is what I heard. There is a site called called psipog.net, perhapts you can use some of the information there. Hope this helps.
Edit: according to physics, there is a theory on matter called (I think) Wave Theory, which states that all matter is literally connected in one long sheet of matter, and this sheet connects to this universe at different points. According to this theory, we are all connected as one peice of matter, and so, it may be possible to use this to see the locations of different parts of the wave. Maybe not, though.

The CIA and KGB both spent a ton of resources on remote viewing. I also mind reading something about declassified documents about a case where a Russian plane of some kind came down in an African country - a remote viewer working for the CIA apparently managed to point it out on satellite photographs and thanks to it the Americans managed to get to it before the Soviets (despite the latter having a much better idea of where it came down). Suggest you do a Google for 'remote viewing CIA'.

Remote viewing is very real. The US and Russia have been using and training people to do this for quite a while.

I practice remote viewing all the time. I just don't know if it is my imagination creating what I am seeing somewhere else or if there is something more accurate. Try it.

It is real, but very inconsistent.
So, it's difficult to prove because few (if any) people have the skill and accuracy to get consistent repeatable results.
But it does occasionally work, for some people.
