Do you mean to curl it? My mom used to do this to mine when I was little. Take each section of hair, about half an inch to inch each, depending on the thickness, and roll it up around the rag to the top of the scalp, then tie the end of the rag. Continue doing it all around the head...it may be uncomfortable for her to sleep in, but you could wrap a towel around it to cushion it when she lays down.

The only item that you will need is a bag of rags. An old sheet works quite nicely for this. Cut the rags into long strips about 1 inch in width. The width will determine the size of the curls. The length can be anywhere from 6 inches to 18 inches long depending on the lenght of your hair. You will likely need about 50 strips for a complete head of hair.
Allow sufficient time for this procedure. It isn't something you can do in 5 minutes, but the more often you do it, the faster you will get.
Allow hair to dry about 90 percent.
Divide hair into the manageable sections and then place the rag next to the first length of hair. Begin winding the hair around the rag as neatly as you can. Neatness really counts here. Now tie the ends together in a knot... tight enough to hold the curl in place, but loose enough to be able to remove when hair is dry.

Rags hurt - I had them as a child. I've always found that using tongs works just as well and is less painful. the down side is that its a morning thing but at least she'll get some sleep.

If you really want to rag it then get some rags and divide hair into manageable sections. the hair should be almost dry and a little mousse helps then last longer. The wrap hair around rag then wrap the remainder of the rag back up to the top and tie. My Nana used to tie it tight then cut the knot the next day. to sleep - hang head over side of bed!!

cup up an old peice of cloth into rags about 1 inch by 2/3 then just wrap her (wet if you like) hair around it and tie the rag into a knot when you get to her head... i hope you get what i mean.
Leave it in over night (i would use lots of conditioner on her hair if you do this) then take out in the morning it will be all cirly whirly!
Edit: if it hurts her to sleep in then take them out if you wrap a towel round her head she might over heat or they might not dry if not mym mum used to leave mine in for a day then take it out at the end of the day it was always still curly the next day.
