I do not think so... I think I don't like it because it is a little bit scary. I mean, if I was told that I wouldn't know what to expect from the person saying it... But I do like the last sentence, it creates a nice expectation.
I think I would make it a little bit shorter myself. I also think I would be more specific: I would say "shall we go for a walk?" rather than saying "anywhere...." This is because it is a little bit more proactive and also more convenient for you as you have to choose the place where you think you will feel more comfortable talking to her.
If the girl is shy, she might also be afraid and have little self-confidence. So you need to be less intimidating and more positive. "Hey, I would really like to spend sometime talking to you! Shall we go for a coffee tomorrow afternoon?"
I think the most important thing I have to say to you is: whatever you say, be natural, be yourself. Having an already prepared speech might actually be a big mistake... it might sound fake.

Unless you are a fantastic artist or you already are really good friends with this girl don't admit that you drew her picture... because a lot of girls will get creeped out by that man.
Just walk up to her and ask her to go to a movie with you, or for some ice cream.

The "we really need to talk" part is too heavy, you stressed me out already. Everything else is good. Just say "Look, I'd really like to talk to you outside of the presence of our other friends..." then go from there. Don't say "can't." That's a little heavy, too.

Just ask the girl out for a drink, or coffee, or something! You don't need to come across like some psycho who has been obsessing over her for months.

eh. not fantastic, but whatever works. Leave out the "we really need to talk" sounds too serious. Make it sound like going out with you will be fun!
