Yes, but you could start with a free blog on any of the major sites like Yahoo 360. I am artist and I get alot attention from my blog on Yahoo 360. Good Luck.

Artists need recognition and it has never been so easy
than through Internet facilities. Is it important - yes it is.
However, this depends on the quality and acceptance of
your work. Browse the web, Yahoo or Google, and you
will find more photographers than other types of art.
Perhaps this is true because of the facility of taking a
good photo and many a day, whereas a paint artist can
spend weeks on one single work. Now, taking into account
the commission charged by a marchand and, if your work is
acceptable, Internet is the best and cheapest even taking
into account the price of setting up a decent personal site.
I suggest you speak with a friend, marchand or a fellow
artist for an exchange of ideas. Also, it will cost you nothing
to get a quotation for setting up a personal site, and if you
do not know anyone in the field, go into the Internet and take
a look at several sites and take note of the company that set
up the site.

you can post 4 images totally free on the site: www.absolutearts.com along with an artist statement. If you want more images, the next level is paying $36 a year for 40 images.
I think this is a much better deal than having your own website. It's a lot cheaper. I have a $36 page on absolute arts and 40 images. I talked to a local web designer and they wanted $150 for one page and 3 images, and hosting the page would cost extra. Bleh!

I agree with the previous post. It isn't necessary to host a website, but you should have an online presence. I hire artists all the time and if I need info on them, I do a web search right away. If I don't find an online display of their work, I have no way of contacting them or assessing the style.

There are other ways to show people your work, but a website is the best way - that way you can show the world. I made a website for my artwork on Freewebs, where you can choose the easy sitebuilder mode or the html code one if you know it. It is very good as you can have galleries of your artwork. Check the source if you want to have a look at it. Hope this helps.

I think you should have a site as it is a very convenient way for people to access your work and needn´t cost much.
