Generally speaking, small dogs mature and stop growing at around 12 months of age. Larger breed dogs (Rotties, Great Danes, Labs etc) will usually mature at about 14 to 15 months.
If you have a standard poodle as apposed to a toy or mini, this dog may continue growing until about 13 months.

If not selectively breed for size (purebreds), then most dogs will grow bigger than their parents...with mixed breeds, the pedigree gets lost...the great grandparents of each parent may have been a "through back" of a larger dog of the same breed...in other words, a large "toy" poodle was bred to a smaller one, and the desired size of puppy was achieved...then those puppies were bred...you puppies parent was then born...lets say that the same with the shitz...now both parents carry the same "big" gene...your puppy got both.
Now to answer your question....most puppies (big and small) stop growing up at 1 yr...from 1 to 2, they grow out...smaller dogs grow at a slower rate than big dogs, that is why you notice it more in bigger dogs.

My vet says small dogs generally stop at about 9 months. Could be that your puppy is a throw back to larger ones that were used for breeding.
