To be honest, I think that's a Band-Aid solution. It doesn't matter how clean the restrooms are if the public is dirty: I think the public should be cleaner! For example, if you scatter some drops on the seat, take a wad of toilet paper and rub them off. Piss does not evaporate; it actually hardens into a pale yellow gel that is much harder to remove later.
Besides, it's what sociologists call a "tragedy of the commons" - each person thinks that they he or she couldn't do enough damage to make a real difference, so nobody does the little things (picking up a scrap of toilet paper they dropped on the floor, for example) and you end up with the accumulated little messes of lots of people.
It's kind of funny: people are so grossed out by restrooms that they don't want to help clean up after themselves (it might mean touching the seat or floor) which makes the restrooms even grosser. Psychologists call this a self-fulfilling prophecy: you make your own assumptions and predictions happen.
Honestly, I think the best solution is set up cameras that peer into every stall. All the public knows is that the cameras are not constantly filming, but might start or stop filming at any time. Also, people who make a mess with their urine or other items will be fined. Out of sheer paranoia, they'll be a lot tidier (I should hope). Now, you might call this a violation of rights - but in a country in which wire-tapping of public phones went over relatively smoothly, in which a bottle of water is banned from an airplane to no outrage, and billions of dollars are being funneled into something the majority of citizens don't support...

Some public restrooms I have gone in are immaculate, and some were disgusting.
I think there should be some sort of standard that people are held accountable to across the board. Furthermore, I think that the PATRONS of public restrooms (the people who use them) need to be a little more respectful of their fellow human beings!
One can go in and clean the bathroom every hour on the hour, but if the people using the place are peeing on the seats, leaving toilet paper and towels all over the floor, etc. then we're fighting a losing battle here.

I couldnt agree with you more...JEEZ PEOPLE!!
Everytime I go into a public bathroom I wonder "I know that these same people making this nasty mess or forgetting to flush the toilet arent doing this in their own homes or friends or relatives or whatever the case, so why here? Because it's public? So? When you go out to a public place anywhere, I'm pretty sure your still sanitary, polite, some form of proper etiquette...so why not the bathroom as well??" But then again, people do have to do their part you know. Just because we have janitors, etc. doesnt mean that they should get paid to clean up after our lack of education or laziness...It's not the public bathrooms, it's the people and no on wants to play their part even if it is something so simple....it's very simple flush, wipe the seat, and wash your hands. Use the napkins and throw it in the garbage...Some things we may not have control over like no paper in the stall or w/e but don't you look before you go in?? It's public so your not at home where you can yell "I need paper! Can someone get me some please?!?" lol....It's sad and quite frankly I refuse to use a public bathroom unless it is a deathly emergency....I'd rather hold it in and catch my own infection thank you very much....Have a nice day.....

OMG-- I hate public restrooms. Especially when I have to take one of my kids in one. They should have a staff of people whose only job is to make sure public restrooms are disinfected. The grossest one I was ever in was in New York city. ( I know, what did I expect) Don't get me wrong, I love NY, but this bathroom was so bad, there wasn't a spot on the floor, ceiling, walls, toilet or sink that there wasn't some kind of human excrement or secretion. One of the NASTIEST things I have ever seen.

definately, the only problem is that in order for them to stay clean they would need an attendant at all times to constantly clean up after the nasty people. they do have them in germany, the bathrooms are spotless but you have to pay a tip for using them.

I think this applies to everyone lol.
then again if we only do our part in it then it would be as clean as our house restrooms.

Good gosh yes. EVERY public restrooom should have those paper toilet covers, and be sure to always have toilet paper stocked!
