Exercise him. Any hyper dog that gets lost of his energy out, will naturally, not be as hyper.
Ride a bike with him running beside you (dont go TOO fast though.)
Or when you walk him, walk him extra long and have him go over things constantly while on the walk, such as logs, stumps, etc- or if you live near a beach, have him run in the sand so the resistance will be stronger when he runs and he'll use more energy quicker.
Also, make sure not to give him any caffiene such as coffee or coca cola. (some people give their pets these things.)
If he's still over active, think of consulting a professional about his behavior, also your vet.

Does he have enough room to get out and run around? If he's 9 YEARS old, no he probably wont change. If it's 9 months old then yes there should be some slowing down in a few months to a year. If you want a mellow dog, you should probably get some type of hound. Beagles and dachshunds are smaller examples of this type.

Give that dog a job! Despite their small sizes, terriers are working breeds and they crave doing a job.
Look into agility, earthdog trials (this is the area terriers really excell in), competitive obedience, things like that. Or just make up a job for him to do and train him to do it.

EXERCISE! That's what he needs..walking is good, running is better..letting him run free in a fenced in area (like a dog park) is best! When he's inside give him a rawhide bone to chew on-it'll keep him busy and entertained. But if he gets lots of exercise he will be much more enjoyable to be around...

Some breeds are hyper by nature, yours is one of those breeds, lots of physical activity will help, but you have to keep with it. He'll get to expect it, and probably love the workout and the attention.
