my nahbor has a dog and it always gets lose and it is going to get hit but they dont do any thing about it so should i call the humane socitie

Yes. I did the same thing. The police came and picked him up. Another neighbor told the dog's owner that the police took him to the shelter. All they said was, "Oh, the POLICE picked him up?" They never went to the shelter to get him. Seems like they were more concerned about the police than anything else.

It was a great dog. I checked with someone I know who works at the shelter, and he was adopted by another family.

I would. If your neighbor isn't taking the time to provide a safe environment for the dog then who knows what else they don't do for it. The best thing for the dog is to be put in a home where the people are responisible and take care of it. You can try contacting your local animal control or check to see if there is a Responsible Pet Owners Alliance in your area. You can also call your area's Humane Society and ask if there is an animal investigation unit that you can report the neighbors to. If there is, then they will take the dog and adopt him out.

There should be a leash law where you live correct? I would call maybe them talking to them or taking dog would open their eyes a bit!

yes. Your neighboors should not just let their dog wonder like that. You should do something about it. No matter how much they will be mad at you.
