Try and get him an older car with a engine size below 1100, having a Pass Plus can get him up to a 33% with some insurance companies (MORETHAN (?)ins used to do it)
Dont but a car and insure it in your name with him on it....this is called a "fronted policy", and many people dont know it basically isnt legal. If you do this and claim, the insurance company will declare the policy null and void, meaning they will pay out nothing.
You can try CIS insurance, they used to do a legal similar version of a fronted policy.

To be honest I really dont think you are going to find anywhere with cheap car insurance because if his age and the fact he's a first time driver. I dont know if you could put him on your insurance as a start.

.A fiesta or corsa or metro then go to direct line for his insurance they were brill for us even when we had our smash they did,nt mess us around with paying up the firm that repaired our car.
Get full comp and a car that is reliable otherwise all the saving you are trying to make will go on repairing it and by the way good luck on your son passing his test

A Fiesta , small Fiat or a Corsa are all low insurance groups and very cheap to insure.

Corsa is cheap to insure also Citreon C2, the real problem is his age there is no cheap insurance as such.A cheaper option would be to put him on your own car insurance.

a fiat punto is a cheap, economical car, a 1200 engine would suit him for now as a first time driver,
they have a good shaped body and can be sported up with accessories

depends how much u can spend on car- cheap cars to buy and insure are: suzuki swift, peugeot 106, renaut clio, fiesta and look fairly good too (mabye not swift, but isn't bad car!), but if insurance is only prob, smart cars cost hardly anything to insure but quite expensive to buy, also corsa quite cheap to insure but cost more to buy.
