The Oxo tower is where most Londoners tend to go the views are out of this world but it's not cheap and i'd check on the bookings available as it's that romantic and sought after.

Mon Plaisir, hands down.
Its the oldest French restaurant in London and is very romantic. Small, cosy, full of character and 'every space is crammed with souvenirs. posters and flea-market bric-a-brac - it's the perfect Parisian bistro' (as one review says).
The food is wnderful and not hugely expensive but you have to have something off the wine list when you're there which may bump up the cost.

I think Mirabelle's is simply gorgeous. I also believe it to be the most romantic restaurant in London.

theres a restaurant on a cruise boat that sails down the thames, its 40 pound a head which is reasonable!! Go to lastminute.com and is under restaurants. also at lastminute.com you can get discount at most off the posh hotels like the Ritz and the celebrity restaurants.

Try Champor Champor - out of the way, SE Asian fusion, make sure you book the mezzanine table (1 table for 2 in a little space above the main restaurant). http://www.london-eating.co.uk/1734.htm
