Macaroni is a starch so you want to soak the pan in COLD water. Let it sit with plenty of dish soap and cold water up to the brim of the pan. It may take a day to get softened depending on how badly it burned. After it soaks, scrape the loose stuff out with a rubber scraper then use an SOS pad to get the rest of the burnt stuff off if necessary. I feel for you. Once I had eggs boiling and forgot them................they exploded in a huge mess all over my kitchen!

Soak it for a while in hot soapy water and then get a scratcher to the pan and scrub like mad.

In the last year in Great Britain, there is something advertised by Fairy Liquid Cleaner, just spray on burnt stuff, wait and it cleans its self.

Put some dish soap in it and let it soak for several days. Then scrub what you can out. Repeat with dish soap and soaking until all burnt crud is gone.
