I'd say that if you do it inside a town/city, it's littering. If you do it in the nature it's ok.

Biodegradable things are not harmful to the nature, they'll just degrade and disappear, but yet it's not exactly nice to have trash all over the place inside a city. Imagine seeing half-rotten apples on the roads and pavements all the time.

Yes, it still is. If it doesn't belong where you are putting it, then it is littering, regardless of the fact that it biodegrades. Many things that are biodegradable also breed unhealthy bacteria when biodegrading. Who wants that?!!

As a person who detests littering I have to say......NO. I think if it food it will more than likely be eaten by a critter. BUT even if it is a small piece of paper I would stick it in my pocket until I could throw it away. I get so tired of seeing trash around our Earth!
