Bl. in this context means "Blessed." Before a person is canonized (named as a saint) in the Roman Catholic Church, they are first classified as "blessed." In other words, it's one step before being a saint.

It means "Blessed." There are several steps along the road to sainthood, and they are in order:

Servant of God
Venerable
Blessed
Saint

With rare exceptions, each step has to be accompanied by a verified miracle such as an inexplicable healing of a normally fatal illness.

The person's life and any writings are also scrutinized carefully for any possible signs of heresy.
