Keeping the money for themselves instead of building new ones?

It's the owners' business to maintain their property.. Maintaining property takes money, and the only way local officials can get money is through taxes - that is, by taking some money away from the citizens. But, in the U.S., see, the local officials are elected by those same citizens, and a lot of those taxpayers don't agree to paying taxes to be used for maintaining other people's property. So the officials have to go along with them or they'll be voted out of office. So that's how it works and I guess now you must know a lot more than you did before.

The owners allow this not the government. People of lower income tend to become depressed and are unable to function in their daily lives let alone improve anything. Yes it is proven that even when given property or free shelter the "down and out" will destroy the gifts we give them. It is because they resent the "rich" who give them charity. So they do the only thing they can do to insult us. So basically they cut of their noses to spite the face. The government can not keep rebuilding the buildings and neighborhoods they keep trashing. What some need is a big brother type government but we can not single them out for improvements as that would make us prejudice?...Also when we as charity groups go out to help we are abused verbally and often need armed guards. Is it worth it? Yes if we help ONE kid get past stereo types and see the successful people as role models instead of the enemy.

private property is used/maintained by the owners not the local gov't.code enforcement,zoning laws,business regulations are the way the local government gets property owners to comply(not always succesfully)usually an area with absentee owners are prone to fall into decline.the local economy and homeownership have a lot to do with how well an area is maintained.right now some of the most up-scale well maintained areas were once blighted "ruined" areas-usually a restoration/gentrification of blighted areas makes that area unaffordable to the poorer folks that lived there.many government renew programs have not been very good.

Why is it the local officials responsibility? Why do the owners of hotels, and citizens of neighborhoods let them go to ruin? Why are they all waiting for the government to do something? They ought to get off their a** and do something themselves.

$$$$$$$$... they are probably presented with better proposals that will generate better returns in different areas over the long run.
Ugggh, have you looked at our deficit lately? I wouldn't consider the US to be wealthy.
Additionally, i think it's the responsibility of the residents to take pride of ownership and become a community to maintain there neighborhoods.
Same thing goes for owners.
Quit expecting hand outs from the govm't. What good does it do for the govn't to try and maintain neighborhoods when all the ghetto residents will continue to what they do?

Money. Personal gain. They vote against refurbishing them so they can sell them cheap to a wealthy developer & get a kickback. At least that's what I've seen here.

I think these are in poor areas and the poor people are too busy starving to fight for beautification of their rundown neighbourhoods.
You wont see that shat in a rich area live Beverly Hills.
