carefully, u must get them on an off day when their sug. other is being a dumb *** and then you just have to do your thing... and by that I mean talk nice to em, flirt and see what happens, plus u have to read them and see if they are that kinda person, or just incourage a break up so u tweo can F_U_C_K

You don't. You're asking for trouble. If she/he will break off their attachment for you, then she/he will break off their attachment TO you FOR someone else.
