Of course you can't touch it without consent. That's sexual assault. They do it to get attention. So, give them attention. They don't want you to sexually assault them.

Maybe they like how they look. Just because they wear more reveling clothes does not mean that they want people to touch them. If a woman saw a man reveling clothes I don't think that she would feel like she had the right to touch him.

I don't think their suggesting anything. Some do it to tease others like it as a sexual thrill, and some just dress that way. Whatever the reason I enjoy it and applaud the ladys who do it.

Its just the way society is today. Short shorts, low cut jeans. Shirt thats dont cover bellies. Im not complaing its fine. I dont think they are trying to "say" anything.
