Not at all. Personally I would be delighted and flattered for a woman to ask me out to dinner. I would, however, be a bit confused as to who would be paying. I would be prepared to just in case.

Every time I have gone out with a guy, I have been the one to ask him. Every time it has worked out wonderfully. So no, I do not think it is bad etiquette, it is certainly not a bad thing, but you have to be willing to pick up at least part of the tab in this case. And maybe let him pick the location.

Not at all! However, if you're planning to make it a restaurant-based meal instead of one at your home or apartment, I'd make the invitation quite clear to him, to avoid unfortunate embarrassing grabbing for the check.
"I'd like to take you out for dinner next week. There's a really nice steakhouse, or do you prefer Chinese food?" "Will you have dinner with me, as my guest, sometime soon? It's my turn to treat."
If you think he might try grabbing the check anyway at the restaurant (a few really old-school men are quite hung up about this, or very macho-power-players about it), near the end of the meal, slip quietly away (you have to make a phonecall or something....), find your server, and settle up the bill (or most of it---you may have to readjust if he wants dessert).
