ive done this, ask the manager to order it. they will usually start stocking it if you can persuade him to order it.

If you write to Duncan Hines they can tell you where the closest place is (and will usually send a coupon or two)...but they usually take nearly forever. Good Luck!

The easy answer is to try a Mexican grocery store. Caramel (aka Dulce de leche) is a very, very popular flavor in that culture and it's always at my local Latin grocer when I need it.

Do you have Albertson's where you live? If so, go and talk to a manager. They can order it for you.
The Albertson's I go to stopped caring a certain product for a while. When I asked them to order it, they decided to stock it again. They apparently had enough people missing it on their shelves.
