You have a month to lose the weight? Man, just keep doing what you have been doing. Stay away from doing heavy weights and low reps. Keep at doing low weight and high reps. As far as diet, just stay away from anything fatty, stay away from most red meat, all fast food, all junk food and no alcohol. Eat plenty of vegetables, try eating edamame(soy beans), rice, fish, salmon, etc... Hell, try sushi.
But it sounds like you are on the right path, doing what you should be doing. Keep at it. As far as an exercise for your neck, try doing shoulder shrugs. Hold a barbell straight down, arms fully extended. Roll your shoulders up and around, do your sets alternating rolling them backwards then forwards. This will help to get your neck muscles thicker, just do it with heavy weights, about 15 reps and 3-4 sets.

Ok young man don't give up.
For your neck: While standing or sitting ´
1. Head and eyes forward
2. With your left hand open place your palm on the side of your face, the palm should be by the side of your chin, your thumb about the ear area. Now holding your hand firm, you are going to try and push your hand out of the way by pushing your hand with the side of your head. It should not go anywhere, because you are going to put tension on your hand. Push for 3 to 7 seconds.
3. Do the same with the right hand.
4. With both hands behind your head (inter-locked) try to push your hands forward and at the same time push your head backwards. Again push for 3 to 7 seconds.
5. Do shrugs if you have 2 dumbbells.
Your running, push-ups, sit-ups are ok. Throw away all the sugar, and fats, and eat small portions only.
NO JUNK FOOD

I would keep doing what you are doing. It sounds like a good plan. You could try some "yes/no" exercises for your neck. Hang your head of the edge of your bed, with your shoulders still on, and bring your head up towards your chest slowly and back down slowly. Do about 15-20 to start. Then with your head still off the side of the bed bring your head parallel with the rest of your body and turn your head slowly left and right, keeping your head parallel with your body the whole time. Again 15-20 times. Good luck, make sure you keep your weight down when you get in as well. Thank you for choosing to serve our country.

They are lowering the standards to join the arm services. If I was a recruiter I would recognize all the efforts and hard work you've don to join the service. I would bend over backwards to sign you on!

Check with the US Army Recruiter and they'll be able to give you the info on what exercises to do and what food to eat, because they don't want to lose a potential client.

4 lbs. ,thats less than a quart of water.
Do what you've been doing but eat or drink nothing for 24 hrs before the weigh in .
Go to the restroom before stepping on the scales , that stuff is heavy.
