I am having an internet fraud issue too with someone in Beijing. I just had almost $2000 stolen from me. Maybe we can share resources if either of us finds anything. I'm looking into maybe contacting the American Embassy in China...

Dial 110 That's the police number in China. But they only investigate the case if the value exceeds 2000 RMB No matter what if you're in trouble you can call 110. They will get to you pretty fast if you need.

call China Embassy in your country and ask what to do.
I doubt any action will be taken anyway.
