Any article from a magazine on power station will show you high level design diagrams to explain the workings of the power plant being described.
Check eg.

Unless you are talking basic theoretical design, you will not find sites with plans that you can simply copy. In addition to security concerns, development of such a new facility costs millions of dollars to design. Any company, utility or organization investing that kind of money needs something in return. They cannot afford to give away all that information for free.
