Do you mean traction control or 4WD? Big difference!
AWD can be used on dry roads with no problems.
4WD needs to have some slippage to prevent vehicle damage. Slippage can be wet, gravelly, snowy roads. Dry pavement, don't be using 4WD!
Traction control is fine to leave on all the time. The reason it can be turned off is to give you more control if you're already stuck in the snow or mud.

I have been informed (not an envoy user) that if you have 4x4 devices on your vehicle (manual switch) that you should take it off when road conditions are fair. The tires are damaged and traction will be poorer when it is absolutely necessary to use it (in snowy slick conditions). The vehicle also will ride more roughly if the traction is on without cause.
Turn it off-- save yourself treads

No. That will cause problems with your truck. Try letting it off. You really do not need it in fair weather. The only times you might need it is when there are snowy roads or its pouring rain. You should definatly read your manual.

You don't need it if the weather is good, plus your vehicle has electronic auto locking rear differential in case your wheels spin on a bump or something; you don't need this turned on all the time.
