If its just on one wall or one area it may be something on the wall itself, like small splashes of oil or fat which is stopping the adhesion of the emulsion to the wall. Always use top quality brands when buying paint or emulsion and make sure the brushes and rollers are in pristine condition.

hiya..
when you mix paint it gets air bubbles in it.
as you apply the paint the bubbles go along for the ride,so to speak.
as the paint dries out the bubble is forced to the surface and 'pops' leaving a small hole...if you want real problems try painting 2 part epoxy paint (fibreglass like product). you mix that with a drill and get faaarsands of minute bubbles. and it dries rock hard in 20 mins.!
the only way i've found to leave a bubble free finish with emulsion is to use a fine hair roller (gloss paint roller) and run this gently over the area before it dries...this pops and smoothes the bubbles out...sorry to get anoraky but it works!

if you use a roller then this could be happening because the sponge makes air bubbles..but they normally go as its drying not come when its totally dry..maybe a little less emulsion should be used its better to give two thin coates than one thick one

You need to apply a undercoat or primer first. This will help minimise any bubbles or flaking of paint.

No .Emulsion paint of good quality will not buble. The wall may not be dry.too moist or spray painting is not of good quality or painter is not experienced.
