Nope - all states participate in a Motor Vehicle compact. So, if you go into the DMV for Indiana and try to get a license, they will refuse it until Virginia clears your license. And you can only have one license in the US now.
Sorry, but you're going to have to deal with Virginia to get your license reinstated, so check with them to see what they require.

I am assuming you are in the military and you are stationed in VA but deployed overseas.
You can't "renew" a lisence from one state to another, you have to forfit the old one and apply for a new one.
If your lisence is supended you have to wait until you are elligible for a valid VA one to apply for an IN one.
If your license is JUST EXPIRED you can get one in Indiana without a problem, as long as you have an address to use there as your home of record.

No is the simple answer. Most states have reciprocity with one another and would not issue a new driver's license. If you are overseas though how much longer do you have until your suspension expires in VA. Once the suspension expires you could obtain an new license in IN.

If your driver licenses is suspended you will have to get them cleared before another state will issue you a licenses. All states are connected through a security system that ties them together and they will know that your driver licenses are suspended. However, you can get a state id issued from Indiana until you driver licenses are taken care of.

lets see your driving privilege was revoked is that all? and you want a new license... if Indiana does not talk to VA your in... If they do and you have warrants and unpaid tickets they will put the jewelry on your wrists throw you into the cross bar hotel hold you for VA to extradite

I know someone that has done that- a year ago. He says that he doubts anyone could get away with that now tho- Since all the security stuff the government has been quite thorough checking to see who you are- who you were and what you're about. Good luck tho,

NOT IF THE TIME ISNT UP FOR YOU TO GET ONE.. USUALLY 1 - 3 YRS.. AND I THINK SOME STATES WANT YOU TO RENEW IN THE STATE WHICH YOU WERE SUSPENDED, BEFORE THEY ALLOW YOU TO GET NEW ONE IN THAT STATE

If you aren't sure fill in "Yes" in the space they ask you if your license has been suspended in another state and they will tell you afterward.
