This is referenced at Jeremiah 8:22. Here, Jeremiah laments the wound his people inflicted upon themselves as a result of their spiritual adultry against God. As a result of this adultry, God "divorced" Himself from the Jewish people (see Jeremiah 3 and Hosea), negating the old Covenant (but NOT the Law).
The nature of this wound is further explained at Jeremiah 30:12-14:
“For thus says the LORD:
‘ Your affliction is incurable,
Your wound is severe.
13 There is no one to plead your cause,
That you may be bound up;
You have no healing medicines.
14 All your lovers have forgotten you;
They do not seek you;
For I have wounded you with the wound of an enemy,
With the chastisement of a cruel one,
For the multitude of your iniquities,
Because your sins have increased."
Because God considered the wound to be so "severe" it was "incurable" by any means (including an external cure, such as the balm about which you inquired) He decided to punish the Jews by sending them into captivity.
But there is good news: at Jeremiah 31:31, we are told God will return to His people, bringing a New Covenant. It is this very Covenant that Jesus Christ brought to the world.

Balm is a salve used to dress wounds. Gilead was where it was found.
