If you felt like this for years and you didn't share it then... why would you decide to do it now? Is it because someone else has not staked a permanent claim on his heart? How would you feel if someone did that to you? Seems like you/he had the opportunity some time ago and for what ever reason you/he choose not to act on it. If he "loved" you first... then why didn't he propose to you?
Is he just now giving you signals that he's unhappy and wants to be with you? If not, then you need to leave it alone, because it may ruin whatever friendship you may have now. If he knows you've laid that on him at this time it could cause him to question your motives. Whatever you do... don't do it at a person's wedding.. This is not the movies.. like in "4 Weddings and a Funeral". These are real people with real feelings.
However, if you know him to be the kind of person that would appreciate your honesty and strongly feels the same way about you then tell him how you feel. There is always the possibility he's settling for the next best thing since you both may have never had the nerve to take your relationship to the highest level.
Either way, be sure to examine your motives very closely and always put yourself in the other person(s) involved place.... because this could happen to you one day.
