To whom do you complain if they are slackers?

Then mayor and/or council depending on how your local government goes. If you have a complaite about specific peeps in the police departments you will need more than 'they are slackers' You will need names times and dates. And if it is a small department the police chief might work too as police departments universally tend to police themselves

Police dpt head is the Chief of Police.

Sheriff's dept head is the Sheriff.

Depends upon your community's charter or state law. Usually it is the chief elected (Such as Mayor) or administrative officer (Such as a City Manager) of the town.

if you want to make a complaint against an officer, talk to the chief. if you have a problem with a department, call the sheriff's dept.
