For some people, it is a power thing. The poor ticklish person is unable to defend themselves and the laughter betrays their lips.
In my opinion, the only good tickling is consensual tickling where the tickler and the ticklee have a trust and a respect for each other as well as a desire to keep it fun and safe for both parties.
I love to tickle and be tickled by ticklish ladies - as long as it is consensual and there is trust and respect.
