HTML is Hyper Text Markup Language. It is the standard language that web browsers read and display webpages with. If you right click on this page and click view source that is html.
As far as where you can learn it, you could buy a book, or just search the web for html tutorial. As far as books go I am a fan of the "complete idiots guide to creating a web page" I read that about 7 years ago and have been cruising along in my web design knowledge since. For web based tutorials www.webmonkey.com has a lot of stuff that can help you to learn HTMl and all the other various languages that work along side it to deliever cool web pages.

Its the simplest language to disgn web page. Ideal for beginers to start with. You have to write the language in any text editor and
save with the extension ".html", and you can open the file in your browser. All you need really a simple book, thats it!
