The song was composed for Star Trek, like alot of the music is, most likely by Jerry Goldsmith, Dennis McCarthy, or Jay Chattaway, but don't quote me on that! (If I had to wager a guess, I'd say Jay.)
When you said you want to purchase it, do you mean the sheet music? You might want to try and see if any of the "Music of Star Trek books" contain it, but I doubt it, since it was played in only two episodes. Here are the episodes you are referring to...
"The Inner Light" - the one where Picard first learned the song and one of the best episodes of the Next Generation, in my opinion.

The brass Ressikan flute is one of the items up for bid in the Christie's official studio auction of Star Trek memorabilia taking place in Fall 2006. The flute, which cannot actually be played, was originally estimated to sell for $300, which auction directors admit doesn't "factor in that emotional fury generated around this kind of material." However, the estimate has since been raised to $800-$1000 on Christie's website.
