Three issues:
1) David was not forgiven until Messiah died for David's sins; prior to that, Scripture explains that a Jew's sins were only "covered," since a perfect sacrifice had not yet come.
2) All of us, including David, are born in sin as a result of Adam and Eve's disobedience, which brought sin into the world. It is this sin David blamed, not his mother's, per se.
3) David did not blame the actual sin on his mother, anyway -- he blamed himself. Verse 4a reads: Against You, You only, have I sinned ... " Here, David admits he is the sinner, no one else.

he is blaming the entire process -- he is saying "I'm human and I sin because my parents were human"
Behold, with iniquity I was formed Now how could I not sin when the main part of my creation was through coitus, the source of many iniquities? Another explanation: The main part of my creation is from a male and a female, both of whom are full of iniquity.
as to his forgiveness -- there are extensive rabbinic debates with many authorities claiming that David's actions were sometimes sinful and possibly NOT forgiven.

We are all born in sin since Adam and Eve sinned. However, although we are born in sin that is not an excuse to sin. Jesus says in Phil 4:13 that all things are possible through him and also that we should be perfect as our father in heaven is perfect. David wasn't blaming is mother for his wrong doings he was emphasizing that he his prone to sin. Just like Paul says that he plans to do good and evil comes out. We have Jesus our example to follow and as such we are not excused from sinning because we are born in sin.

All sins were forgiven the day Jesus suffered and gave His life on the cross. God loves us all, even though we are sinners. That's why he found a way to get rid of sin and that was the sacrifice at the cross.

Everyone is forgiven when they ask, why not David? Everyone falls short of the glory of God and sins.

Because of Adams sin, we are also sinners. Because you can not pass down to your children what you do not posses. He was not blaming his mother.
