Not sure why you'd want to even try--- even if you could be sure they'd get through security (I'd think they wouldn't), they are very heavy. You might be standing in that security line for 30 minutes or more and with 40lb on your back it won't be fun.
You can buy travel dumbbells; they're made of thin, flexible plastic and you fill them up with water when you arrive at your destination and that makes them heavy. When you're ready to get back on the plane, you just drain all the water out and fold them up and go on your way. I know you can get them at The Sharper Image but I bet you can find them in a lot of other places, too.

I was able to get on a plane with a 15 lb metal sample. This sample was not allowed on the return flight. I think they would say that the dumbells are potential weapons.

I don't think so. 20pound dumbells could function as a weapon or could seriously hurt someone if you hit them with it. Airports are super strict right now and they don't let much get on the pain now a days. If a bottle of shampoo can't get on a plain then I seriously doubt a 20 pound dumbell is getting on as hand carry.

Most probably not - 40 pounds definitely in excess of what weight is allowed to go in carry-on. Also might be used as a weapon on board, so you will have to put them in checked luggage.

They probably won't let you carry them on - you should probably pack them in your regular luggage and check them in.
2 dumbells - technically you could take over the plane by bashing people. Or have a secret compartment for blade, file or gun.

Physically possible? Sure, only 40 pounds. Would they allow it? Make a hell of a weapon. They won't allow nail clippers, let alone dumbbells.

Most airlines has a limit of 7kg as carry-on. You will have exceeded this limit.
