The teachers yell and scream at the kids. They also grab aggressively.

Children need to be disciplined in order to develop into responsible people. However, the discipline you're talking about shouldn't be a technique used, especially in a daycare or school. The only methods I know of as being "legal" is Time-out, and Redirection for children aged 2 and under. Redirection means distracting the child from the disruptive behavior with another activity. Time-out means setting the child apart from the group for one minute for every year of age (so a 4-year-old would have a 4 minute time-out). It's also important to calmly talk about why the discipline occured. Asking "Why were you in time-out?" after it is over helps the child understand the punishment better. If this is a daycare you take your children to, I'd look for another. If you're working there, maybe you can talk to someone about it, or find a different one to work at.

This is not acceptable behavior in a preschool or a daycare or, for that matter, ANYWHERE!!! I really wish that daycare workers, teachers, etc. that work with children would get paid and valued MORE by society and the Government. Then, they might actually take pride in taking care of the kids instead of resenting them and yelling at them. This is simply my opinion, I have no idea why they would yell at the kids. They chose to work at the daycare, they should not be allowed to yell or grab the children! What is this world coming to???

Technically it is against the law. The technical part is that the teachers cannot physically discipline the children (such as spanking, hitting, etc.) However, teachers will yell and scream, and that isn't considered that type of offense. (pretty messed up huh?)
Now the grabbing IS an offense and should be reported.
The whole legal thing started in the 80s when a teacher in a kindergarten spanked a kid.

If your child is being yelled at and screamed at and grabbed PULL HIM/HER out. Ask yourself is that they way you handle your own children. Does it make you uncomfortable. I work as a Preschool/Pre-K teacher we are NOT ALLOWED to grab, yell or scream at the children. If I saw a co-worker doing that I would report them to the administration. You should have a school hand book that outlines all of that. I would really investigate it further, if they are doing that where parents can see them what are they doing behind closed doors.

This is considered verbal & emotional abuse and the grabbing may be considered physical abuse. Most states do have a rule against this in their State Child Care Licensing Regulations (which MUST be followed). It is very important that you immediately call the Child Care Licensing Agency - usually part of the Dept of Health, Dept of Family Services, or Dept of Social Services. Report what you have seen to them and they will immediately go investigate. You might also call the Child Abuse Hotline (not sure the number for your state but you can Google it). When reporting to the Hotline you may remain anonymous. Not sure if you can be anonymous when reporting to licensing.

While waiting, document each instance you see by writing it down with date & teacher's names. You do not have to identify the children by name. If your child is in the classroom, it is in his best interest to be moved to a different classroom or different center. Punishment for offending teachers (as given by licensing and/or the investigators from the hotline) can be anything from a warning, to suspension, to firing, to jail depending on the severity & frequency of the abuse. This IS important. If this is what you see when they know you're there - what happens when you aren't?

No here in Missouri there are rules about how discipline is administered. But I am a strong believer in discipline . and rule following . that sparring the rod spoils the child all children must be disciplined and be taught to self discipline other wise we live the kaus theory and that has never proven out successful we end up with less space available in our prisons for children raised without discipline and paying more taxes to support them as they will never support themselves.

Its against the law to physically discipline the children, such as spanking, hitting and things like that. Teachers are allowed to yell and scream and its not considered offensive. I dont agree with it most of the time, I believe there are other ways to handle it.

Children need to be disciplined in day care, but what you have described is INAPPROPRIATE. Have you confronted the carer? It doesn't have to be a yelling match with her, but ask her what her strategies are to deal with behaviour management of the children.

But quite frankly if they are displaying this kind of behaviour, especially in front of parents... something is terribly wrong..... get your child out... complain to whoever is in charge... and make sure you tell friends and family that you definitely do not reccommend that particular day care.

Take your child out of this daycare before there is an injury!
When I was a daycare teacher, we were not even allowed to put a child in time out.

It all depends on where you live. Typically, physical handling, like grabbing, is against the law. Yelling is not generally illegal unless there are hurtful, mocking, abusive or racist comments made.
