At 40", you can only get an LCD as there are no plasmas at 40" (there are 42" plasmas).
LCD:
They run cooler and use less energy than plasma
They cost a little more for comparable sizes vs. plasma
They won't suffer from burn-in
Superb performance with bright scenes
Writing/print on screen is better than plasma
Quick motion (like in sports) can sometimes blur on the screen - this has been greatly improved on the newest models though.
You can get LCDs from 14" all the way up to 57"
Plasma:
Overall better picture, especially with producing blacks
Can be susceptible to burn-in but newest models have features to help reduce this
Smallest plasmas are 37" up to over 63"
I've heard people claim plasmas won't last as long as LCDs but I have never confirmed this or seen true evidence (you might want to research this further yourself).
No worry about motion blur with quick moving objects on the screen.
I bought my first HDTV a few months ago after a long time researching tvs. I went with an Samsung 4095 40" LCD. I not only watch movies but I play video games too so an LCD was better for me. If you're only going to watch movies/tv, then I think a plasma would be better mainly because plamas produce better blacks (dark areas on the screen) than LCDs.
Keep in mind that if this is your first venture into HDTV, standard definition signals don't really look that good on an HDTV as they tend to show all the flaws and shortcomings of a standard definition signal. If the signal is digital, it looks better. Of course a high definition signal looks fantastic. You truly haven't seen a football game or NASCAR race until you see it in high def!
Notes: Sony recently announced they will no longer produce plasma tvs and focus on LCD.
Sony has an LCD line of tvs known as the Bravia XBR. These are considered by most to be the best LCDs on the market but they are pricey. The newest models (XBR2 and XBR3 models) are coming out very soon so you might want to wait if you decide to go with LCD.

I would buy neither, I used to work for a T.V. mnaufacturer and I know the pros. and cons. of both styles. the life of those model T.V.'s are not very long and the price is not the best in the world. For the money your best option would be a HD projection T.V. the prices have dropped greatly and the life span of the projection set is a good 10 years longer than plasma of LCD.
If you are looking for the best picture though I would recomend a D.L.E. or a D.L.P. set, they are both the same thing just the name is different depending on what brand you buy.

Most companies are discontinuing plasma for LCDs. I wouldn't spend my money on plasma b/c the industry sees them as a thing of the past. (I worked in Custom Home Entertainment)

i just bought a 40" LCD online. You save at least $500 purchasing online versus buying at Best Buy or Circuit City. There are advantages and disadvantages for LCD and plasma but as of now, they are about equal in quality and price. You can google it for more research.
I highly recommend this site. You can compare prices from about 30 different stores!

Assuming you mean 40" (inches) and have the money to spend... go plasma! Look at the Panasonic th-42px60u. I just bought one at sears... they price matched best buy with an additional 10% off the difference which bought us our Bell'o TV stand. Great picture and consumer reports rates it as #1 for the 42"!

Plasma is the newer and better technology, but a bit more expensive. Still if money isnt important and you want the better of the 2, go for plasma.
