You can love someone and not like them [anymore]. Maybe that person has changed in the mean time or something. If it's coming from a woman you had a relationship with, she's just probably trying to tell you she doesn't care for you anymore.

That happens to people all the time. It probably stems from a disagreement or something. An example would be: You get into a fight with your partner. You say some things and call your partner names to make her feel really bad. At that moment she feels like she doesn't like you very well. That does not mean she does not love you.

It would mean that you love someone, perhaps because they are related but you don't like them as a person for the qualities they have. For example if a father was really mad at his daughter for never ever thinking of anyone but herself and saying hurtful things he would say " I love you (because it's his daughter at the end of the day) but I don't like you sometimes". its not that they dont like the person, they dont like the things they do. Usually rejecttion or similar.
