Take action by signing petitions, and supporting organizations like the ASPCA. There is a lot of information available at www.care2.com, and they also sponser a petition site. You can sign existing petitions or create your own. They have a lot of advice to offer on how to stop these puppy mills, and even send thanks to politicians who pass measures to shut them down.
If you need help navigating around the site, just send me an email and I can show you how to get to the animal stuff.
Great question! Take action!
Edited to add: it saddens me to see so many people say they can not be stopped. They CAN if enough people take action. Puppy Mills need to be outlawed, and that's why we sign petitions and contact our politicians. Even if more open up after we close some down it is NOT a useless battle. People love to complain about stuff, but never want to take action and DO something about the things they complain about. Get up off of your butts and do SOMETHING. There are several other good suggestions from posters here - DO NOT GIVE UP! DO NOT STOP THE FIGHT! As long as there are people to fight, the war is not lost! We may lose a battle or two, but we WILL win the war!

Excellent question.
Wish I was on level 2 or above to rate it and some of the answers.
Take heart LadyChristmas - if I could I'd have given a thumbs-up to counter the thumbs down that someone gave your comment. As long as the action is of the peaceful variety of course!
Keep a look-out and report any you find to RSPCA, and highlight to others the problems with puppy mills. Hopefully demand can be reduced and they will go out of business.

Unfortunately, puppy mills are not illegal. As longs as these breeders and pass DOA regulations, they can and they will stay in business. The problem is that there are not enough government inspectors to inspect and close these facilities down for their violations.
Puppy mills should be illegal, but as long as people buy puppies from pet stores and back yard breeders, unscrupulous breeders will continue to breed inferior quality puppies for profit.
Stop buying the pet store puppies and there will not be a need to breed dogs assembly line fashion!
If you want a puppy, buy from a reputable breeder that breeds for AKC standard and quality.....NOT quantity.

There is no way to stop them. I have been trying to stop them for over 25 years now. The only thing you can do is turn them in if you find one. If the pet shops would stop buying "puppy mill" pups that would help. If people would stop buying puppies from "puppy mills", because they are cheaper then a reputable breeder, that would help. As an individual all you can do is turn them into the ASPCA, SPCA, animal shelters, humane society's, local law enforcement, etc. Good luck

You can make sure to educate people on the real harm of puppy farms, puppy mills. (geneticly defective, social problems, diesase, malnuturion, and mal treatment of the puppy, its parents and the rest of those dogs).
Also by stressing to people to adopt from shelters and rescues. If they want a pure pred, there are a ton of purebred rescues, and many more responsible, professional breeders who a strive to prevent all that puppy mills do. (geneticly defective, social problems, diesase, malnuturion, and mal treatment of the puppy, its parents and the rest of those dogs).
Visit the Humane Societys web page they have a ton more ideas and legistlation that you can get involved in.
Best of Luck

As long as they are making money the animals will suffer. Unless the public stops "buying" dogs from petstores and back yard breeders there is never going to be an end just more people trying to make a buck on their suffering.
I would like to suggest more spay/ neuter ordinances in all localities. All mutts (including designer mutts) should be altered. Anything that is not top quality in their breed should be altered.
If a dog is not good enough to show its not good enough to breed.

Unfortunately, there isn't much to be done... However, the number of organizations who exploit these farms is growing. There are people working undercover more and more these days. That at least gives me hope.
None of the pet stores in my area buy from puppy mills (only breeders). It didn't used to be that way, but the store that did buy from mills, closed.
I guess it has to start one person at a time. Maybe make a petition and start a website, where people can report the mills anonymously. You could then send this information to the people who are working against them.

Educate the public about the right way to care for animals - children especially need to learn this as they are the next generation.
Next step is to expose the puppy farms to public notice, perhaps inform the local press. Perhaps if local traders refuse to supply them and life becomes difficult, they will find a less disreputable way of making a living.

I think it is virtually impossible to stop them. For as long as people buy puppies from them they will always be around. If enough coverage is made about them it might deter people from going to them. You can report them and so on but for as many that are shut down, the sad truth is more will open up.

Quite frankly you can't. They pop up every where and even if you do close down 100 farms, more will open up again. So sad I know but it's true.....what it all boils down to is greed and ignorance and that we definately cannot stop.
