They're sold by weight, not by volume. The air is there to keep the bags (and their contents) from getting crushed during transport. If the bags were filled to the brim, you'd have nothing but crumbs when you opened them.

The packets are inflated with inert gases to protect the contents from crushing while in transport. That gas (normally nitrogen) also helps slow the rate at which they go stale so they stay fresher too.

If you have ever seen the machine that creates and seals the packets (from rolls of film) you would understand the need for a bit of room around the edges too! The top and bottoms of the packets are sealed and cut in one swift action by a large set of rotating jaws, that are heated to about 200 degrees.

So they can give you less for your money!! Seriously though it's probably to stop them being squished.
And is it just me or are the bags getting more and more air in them and not as many crisps. I'm sure we got more Wotsits than that when i was little!

It's a marketing Illusion.

Everyone looks for what they think is the best bargain, usually the lower the price and the bigger the size is a winner to everyone.

If it looks like you're getting value for money then you'll buy the better looking bigger bag for the same price as it's competitors.

Money, marketing ploy.

You see a bag and people assume it will be full, so people think they get their moneys worth, when actually they've just been given half of that amount.

Half the quantity, double the price. That's how they see it.
